You can legitimately put 5 people in a room try it on SPG.com. That said, some of the suggestions here make me want to post in the ethics thread :)

When I booked the room I specified how many people I had.  It did not cost extra (and it was on points).

Where do they generally store them? On each floor? Because I can just imagine the commotion if I take it from a different one.

Has anyone checked in and then brought in 2 extra people in Europe? I was reading through tripadvisor reviews and people have said they call the cops. I'm not sure how they would actually know though. Two people check in and the rest follow later. Why would it be an issue?
Uh...Security cameras are everywhere. I've done it too, just be aware that they likely have cameras.

I doubt they watch it close enough to realize if we stager our comings and goings. But I think I'll pass on the rollaway bed due to that.

As far as different floors go, usually they were  on every floor, but if not we just took the service elevator!

unless it's a carshare type rental,  renter pays for gas

Besides for the regulation part of how many people can legally be in the room, it probably gets dirtier, uses more water and amenities and its able to be regulated more than a car rental so why not charge

I understand that it can possibly incur some additional expense for the hotel. But by a rental you don't pay for cleaning unless there was smoking, and for a suite I doubt the fire departments limit is 2 people :)

Hotels would prefer to sell more rooms. Therefore, if the limit is 2 per room, a family of 4 will need 2 rooms. Is it potentially Geneiva if you sign the T&C to have 2 per room, and you bring in 4 and cost the hotel potential profits? Perhaps. This is a well-suited for the ethics thread.
