What is a 'Signature based purchase' for a debit card?

I have a few debit cards that award bonus miles for the first 'signature based purchase', what does that even mean?

For example, does a starbucks purchase (where I don't sign) count?

I believe that it has to do with how they process it, if its processed over STAR or Plus (ATM system) then it cheaper for the merchant and what they want is higher fees, so they won't give you points unless you use the VISA MC networks .
Additionally, on PIN transactions you can always get cashback. Also, I'm not sure if they are charged a percentage if it's PIN based.
