Hidden city tickets in Europe w/ luggage

If I'm traveling from US to europe and connecting to the middle east, will I be able to claim my bags and skip the final leg? Do any of the major european ports of entry have different practices?

I've seen that and it shows mixed results. Are there any airports/carriers that are better or worse than others in letting you tag your luggage to the connection or take it out at the connection?
