Yes, seems to be an issue in their system...Call them and ask them to resend the email requesting the verification, you may need to do it a few times.
Tried this. They said their system seems to be down or not working, I could apply for a serve card instead. Tried resending multiple times, all the same link so don't see why that should work.
What browser you using? I think I had issues on chrome but ie or Firefox worked. Don't recall which.
Tried chrome, firefox, safari, no i.e. on mac, but tried that user agent. All no go.
No access to a fax machine. Any good online options maybe?
