Debit / ATM Card for Israel

My son will be travelling to Israel soon and I would like to send him with a no / low fee reloadable debit card which he can use to withdraw money from an ATM in Israel.  Can anyone recommend a card which I can load from my U.S.  bank account and he can use to withdraw money in Israel?  Thanks very much.

My son is there for the year. I opened an account at TD Bank. Unlimited withdrawals and free ATM's and can be used as debit card BUT I have to keep $2500 in the account at all times. So that is his 0.

Metropolitan Bank in BP offers free ATMs as well and the minimum balance is just $250.

Capital one 360 is what I've been using in israel for a while. No minimum balance, no foreign atm fees. And they're offering a $50 sign up bonus now.
