That's like me saying getting 10 singles for a ten may be structuring. There was no need to even mention structuring in the memo. You want to make the company limit 2k go ahead but don't try to insinuate their is some federal law that requires any of this.

Where did they mention that purchasing 2k may be a structuring?
All they mention is that structuring is a crime.
If that means 10k split up, so be it.
Then they mention their corp policy that 2k is the limit.

Structuring in of its self is not illegal. The clerk can help me ring up 5 100 GC's instead of 1 500 GC. By there own definition I am structuring the transaction. This is not illegal for the clerk to do.
