try Budapest, there are several functioning shuls in the center. There is no eruv, but there you have food and shuls. However, wear a baseball cap when walking in the streets, don't walk around with your yarmulkas, or streimels if you venture far outside of the few block of the "jewish areas". This is my 2 cents, there are other opinions

are you driving? do you need a shul (a functioning one?) If you drive and you are not particular about the minyan then obviously you have tons of options.
