Not IME. I'm not sure its completely accurate, though. I use an app for data use, and it's a bit closer to service providers accounting.

Hit menu and select "show WiFi usage", it's divide WiFi and mobile usage (not sure of without it you just can't see the WiFi usage or its included, probably not included).

got an older model HTC when I power it on  keeps getting stuck and says android booting up but doesn't get past that. what can I do about it ?
