There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

AMEX premium will charge $24.95 per rental and they cover: do they cover israel because annex usually does not cover in israel
It specifies clearly that it does NOT cover Israel.

Rented a minivan in Vancouver BC returned in the US. Used amex platinum didn't add the premium coverage

my question is what can i tell amex to get them to cover me as a primary.

I have a GEICO policy for just liability. I also have the Freedom Unlimited and Amex Everyday card currently. Am i covered for Hertz like this?

Also if they are also on the reservation as an additional driver, can they use their own policy to cover anything?

i think u can always use your own policy on liability, on collision if theyre not on the contract idk if their own insurance covers

Weird question. I rented a silvercar in the summer on my united, and got into fender bender. I open a case with visa and send them all necessary documents. Silvercar just emailed me that they collected 7k from Geico, and visa is only offering them $300. They want to know where they should get the remainder from. Am I missing something? Why did they go to Geico before visa if they are primary? And isn't the point of insurance that they take care of the damage? Are they even  allowed to collect money from two insurances? And most importantly, what do I do now? Tia

Most primary insurance companies do. They try to sell you theirs because in case of an accident your premiums will not go up but the truth is it is just simpler for them.
