There are no Credit Cards that will cover Liability.
Visa, Amex, MasterCard and Discover will cover Loss Damage Waiver / Collision (CDW/LDW)

Cards that cover CDW/LDW in Israel:
Chase: Sapphire Preferred ($95 annual fee)
American Express Gold $195AF
Discover (accepted in Israel as Diners' Club): More, Open Road, Miles, Motiva (none have annual fees)   Policy link

You must present at the time of rental a copy of your policy or a document from the CC company stating that the insurance coverage applies to Israel . You will still have to purchase 3rd Party Liability, but you will save some shekels and have no deductible for damages.

Visa phone number : 800-VISA-911

Visa does NOT cover:
  • Cadillac Escalade
  • Mercedes GL series (they do cover GLK)
  • Mercedes E class
  • Corvettes
  • Camaro ZL1

AMEX premium will charge $24.95 per rental and they cover:
  • Up to $100K for damage or theft and accidental death or dismemberment coverage ($250,000 for California residents), up to $15,000 for excess medical expenses per person, and up to $5,000 for excess personal property coverage ($15,000 for Florida residents)
  • Any car from Mercedes, pickup trucks, Porsche and 15 passenger vans.
  • There's no need to pay for the full amount with money, even if it's with points or coupon rental and you pay just $2 fees they will still cover you.

Those that do NOT have a credit card insurance, here is an alternative:  https://worldwideinsure.org.

update

got paid in full b"h last week without doing anything
I also had to wait about 7 months until i got reimbursed..though i only had a few hundred dollars on the line. Chase benefits keeps trying to get in touch with the Israeli car rental agency and it's hard to have success with that ::)

Some Hertz corporate rates have mandatory CDW that you cannot decline. Which means that Chase and Mastercard credit cards will not cover, and renter will be responsible for deductible.
But I noticed that Amex does cover you if you only accepted "partial collision damage waiver". Does that mean that they will cover the deductible?

Hi.  Anyone can help me figure out the differences between car rental insurance with AMEX everyday card vs visa signature and the difference between coverage that those cards would offer a primary card holder vs an authorized user

I returned a National rental with damage. I got a bill in the mail and I paid right away.

I then proceeded to open a claim with citi (the cc i used), but they wouldn't pay one specific charge: diminishment of value.

So I asked National to waive that particular charge, but they said because I paid already and the case was closed, they can't reopen it and refund me. Otherwise they would've waived it.

Most credit cards don't cover diminished value so before paying make sure to negotiate.

Took a rental from Hertz with amex plat (used the %20 off CDP), amex claims that I need a police report to get insurance coverage even for scratches. Can anyone comment on their experience with them?

Makes no sense. Filed many claims over the years, that's a first.

it doesn't lol, i think if your insurance isn't willing to cover or completely covered, then amex steps in.

Does SPG cover in Israel? Also for AU?

Does anyone know if renting a car under a Business card which offers Primary (such as the Business Inks or Capitol One Sparks) covers CDW if the rental is booked as leisure? Additionally, is there any negative impact if the rental is booked as a business trip even though it isn't?
