Oh....yeah I guess so, easy access. Possibly they would hold that anyone who regularly (whatever that means) uses the internet is passul, even from a non-handheld device.

Having unrestricted internet usage COULD lead to serious spiritual problems for any person. I'm not saying it ALWAYS does, probably not even most of the time, but since it COULD they might feel that you should not have it.
The question is though why that would make you PASSUL for eidus (which is a pretty serious condemnation). Are most people purposely and maliciously looking at bad stuff or are they just slipping up?

In all seriousness, if someone intentionality looks at non tznius images or videos does that make them passul?

1st of all Yeshiva world always either makes things up or better yet blows things out of proportion. 2nd, even if R' Shteinman said this, I believe yeshiva world had an article last year quoting R' Chaim Kaniefsky that anyone who has Internet is pasul l'eidus.

Someone told me this solves the עיגונא problem as all the עדי קידושין ונישואין are no longer valid.

so some agunos can remarry, but they cant remarry to anyone bc all prospects are mamzerim
so it doesnt help

Writing as someone living in Israel, who does not own a smart phone:

I do believe that the quote is accurate in substance, if not in presentation.

An important distinction must be drawn between Eretz Yisrael and chutz laaretz. In E"Y all leading chareidi rabbonim endorse an across the board ban on smartphones. Someone who owns one is defying a ban held of by all leading chareidi rabbonim.

Elsewhere, all rabbonim agree that an awareness of the pitfalls and precautions against them are necessary for anyone wishing to be religiously responsible. I am unaware of any rabbonim in chutz laaretz who prohibit owning a smartphone. I am certain that Rav Shteinman did not have smartphone owners outside of E"Y in mind.

Further, even in eretz yisrael, "exemptions" from the ban are available in various forms with an endorsment from ones Rav. I also am certain that Rav Shteinman did not have these people in mind.
