based purely on rumors i have not heard many things about the honesty of most besidinim today. While it may be "frowned upon", based on the story i would say just go to court. Dinah dimalchusa dinah. If beisdin is taking sides with the poor yeshiva that means to do well then they are clearly biased.

find a third party neutral beis din that can step in or authorize going to court

Right, I need to find one, I need a recommendation.

I called them to a certain BD, they responded that they are from a different city and they want to only go to a certain BD, the one that paskened as seen in my first post

If they cant pay their bills then they are effectively bankrupt and need to sell their assets to pay their bills. They cant expect their employees to finance their operations.

And there usually is money. Clearly this place sees that they can get away with not paying their employees and they will still show up to work for some reason.
