According to their website "Eligibility: You can add another device by ordering a data-only SIM as long as you have service activated with Project Fi.
Doesn't that mean that you can only get a data-only Sim as a secondary device in your plan?
That's not what you asked. If your question was can you get a regular SIM without a device, the answer is yes. If your question is can you get a data only sim without having a regular project Fi plan, I believe the answer is no

I'm not sure I understand your distinction; did you understand my initial question to be as to whether you can order a SIM from Google without ordering an actual device from them? Any to that your responding: yes? My question is whether you can set up only a data SIM, not in addition to the $20 + data phone plan?

I recall reading somewhere about activating the original SIM in a phone and than putting the service on hold. Can you put the service on "hold" for the primary device, yet keep service for the data SIM?

I am aware of pausing (my service is currently paused). Based on the project Fi website, it appears your service has to be active in order to use a data only SIM

If I order the Sim but don't activate it will I get charged (still debating on the plan but leaving in a week so need the sim if I do).

Oh man. Anyone else have this issue? After posting here I did some googling and didn't see any problems with Israel and even saw Dan write that he used it in Israel. Would love more feedback..

Was using Nexus 5x
Fi uses all the different providers here.
No idea why I had issues and others didn't. When I called Fi they said it was an infrastructure issue in Israel which I doubt is true
