Amazon reached out to me. from the discussion and the emails Amazon will be pushing out some interesting deals in July. It might be wise to wait on purchases if you can. I copied some of the emails below

With Jeff nothing would surprise me. Although here on DDF between the amex everyday promo & the prime splitting thread most here probably get it for less than $20.

Q: If I have prime now and already have 5 accounts open.. If I renew Prime for another year, can I change the people on the account or i'm locked in with them until my account closes for good?

At the very least you can remove them from the account and add new people. Can do that any time.
