it seems to be the closest one to NY though.
True, but Dover is not much farther. (for some reason it seems like everyone always considers Pocono, but not Dover for the "close to NYC" track.) I think things may have changed in recent years with repaving the track and/or the new car, but Dover was considered one of the most exciting races. (especially the night race)
besides, how can one be more boring than another? it's all cars going around a track.

It all depends on the layout of the track.
Some are faster, some are slower. Some have lots of passing, some almost none. Some are usually "fuel mileage" races i.e. it's all about who does the best job conserving fuel and timing his stops right.
oh and p.s. saying "it's just cars going around in circles" is like saying "basketball is just guys running back and forth throwing a ball in a hoop." or "football is just guys running back and forth carrying a ball from one end of a field to the other" etc.
