Does anyone know of a good mechanic in the upper west side who can inspect a car for me? Someone who's cheap and does it fast?

Inspection is flat fee set by the state , cant be changed.

Yes but the mechanics get you to do your brakes, replace tires, wipers etc. or else they can fail you on the safety part.

AFAIK it's not up to them to pass or fail you, your car is connected to a machine and that decides to pass or fail you

That's for the emissions.
I assume based on what bubkiz wrote that there's a safety element to the inspection as well, where the mechanic visually inspects the tire treads, breaks etc.

That happened to me as well. I ended up paying extra for new blades from the shop that did the inspection to save time. Since then I always check and replace the blades if they are worn before taking the car for inspection.
