"Emergencies only" cell phone plan

I want to give my 11 year old son a cellphone to use for his long bus commute to Yeshiva. He would use it if the bus never came to pick him up after school, or other "emergencies".

I see no point in paying Verizon $20+ per month to add him to my current unlimited calling family plan. The phone will get very very little use.

Does anyone know of a phone I can buy that has no monthly fee but charges a reasonable price per-minute for calls?

You can try tracfone but thats pricy per minute. Also chit chat mobile has a plan for $11 250 min and unlimited text

$10 cost 10c per minute, $80 cost 4c per minute and its rol over.

free plans are absolutely free. I got a couple of them laying around for "emergencies"
