One World seems to be pretty decent. Might not be the lowest rate, but the lines are usually okay and there are no hidden fees.

Where can I see rates for this? Are they honest? Does this work from a cellular phone?

They also charge you a few cents a month if you dont use the card.
I got one card from the bodega across the street from my office that was much better and no 'non-use' junk fee. I called it the pritzus card because of the scantly dressed woman on the front of the card.

I use a company called Saycor for .02 cents a minute. No pin numbers and no hidden charges. It's been great so far. http://saycor.com/
You can use your credit card and refill minutes online.

These guys are pretty good and cheap, and their pinless dialing is a pleasure.  Just be sure to read the fine print of each card they offer:

Save your time, I don't answer PM. Post it in the forum and a dedicated DDF'er will get back to you as soon as possible.

I use a website called onesuite. they have great features, and their rates to a cell in israel are the cheapest ive found anywhere. 8.5 cents/min and 2.4 cents for a landline. they also have pinless dialing which is really convenient, and you can see online all calls and how much each one costed. they also have a referral program, if u want a referral, pm me. never had a problem. also tons of local access numbers.

Try jajah.com. Very cheap but you need a computer with internet access.
