Chase cards treat Paypal as cash Advance?

According to the Masa U'Matan (Lakewood Weekly):

'Chase Bank has sent out one of those boring notices about upcoming changes to their credit card rules.  One change is that "making a payment using a third party service" is considered a cash advance and will be hit with a 25% interest rate (emphasis theirs). They confirmed to us that this includes Paypal payments based on their card.  Delete Chase cards from your Paypal info.'

As of about a week ago false for sure. Maybe they are changing it though.
