Are you asking if it's against the rules, or if they would know? It sounds like it's against the rules:
"Offer valid for up to $300 in Target GiftCard purchases per household. Only 1 discounted transaction per guest."
But how could they possibly know? For that matter, how would they know if you do it several times in the store(s)?

based on last year its clear in store that you can do it more than once. Not sure about using the same cc though.
