Amex Dispute Dept - Total Disaster Lately! Am I Alone?

So, we were all used to that disputing a charge with Amex was easy as 123....

Lately I've had 2 valid disputes and it seems that agents from India handle it and I get no where.

One dispute I have with Norwegian Air, I had to cancel my trip which I had originally bought trip cancellation protection and they are simply refusing to honor it! So I disputed with AMEX AND PROVIDED THEM THE TRIP INSURANCE INFO and they got back to me that the ticket was non refundable! Dude! That is why I had Insurance! I keep on opening the case again and again, telling them that they should not let Norwegian take Amex for a ride and respond to the claim that I had Insurance but all I keep getting back is that the ticket is non refundable! when I call in Amex they totally understand me but they say they have no way of getting through to the dispute Dept! Anything to do at this point?

Write a letter to presidents office with documents - a letter will get more attention than keep calling

Nearly all "trip cancellation insurance" policies have exceptions that swallow the policy almost entirely. Did you cancel for a covered reason?

why cant you put the charge on amex again

Avis does the same thing.
Pay up or go on the DNR.

And if I'm fine with the DNR, will it also be sent to collections/credit report?

(So CC insurance is of debatable value? the israelis haven't discovered this yet?)

Here's their letter. They're really trying to make it sound like they can send to collection and/or Credit report.
Can they do anything? can I ignore the letter? pay by the same card and redispute?

Yes I did, like 5 times and it is like rinse and repeat. The same way you are going around with the GM of the WAJ. I talk about 1 thing and they talk about something else.

DoT is worthless from my previous experiences. As long as the airline gives any response, they basically give the airline the green light.

Norwegian is very simple. if you can not travel due to medical reason and supply medical documents (which I did) you get a refund.

Data point - bought some stuff from tiger direct and when I tried to cancel (before order was shipped) was told I had to get item, then return. They gave me return slip, but no shipping slip, and never responded directly to my requests for one (i.e., "Can you please send me a shipping label?" Them: "you have a return slip").

Finally disputed with AMEX, they decided against me, since I still had the merchandise.

I printed out the entire email thread, showing that I had tried to return the merchandise, they "reviewed" and decided against me, because...I still had the merchandise. When I called and spoke to a supervisor and pointed out that the documents I had submitted were to address that precise point, he agreed, said he didn't understand why they hadn't seen that, and refunded the charges on the spot, told me to keep the stuff.
