It seems that the standard approach is to just rely on the fact that your insurance will cover emergencies and for anything else either just ignore it or pay out pocket.
This isn't  such a risky gamble to make but my wife is very concerned that there Could,somehow be major expenses that wouldn't actually be an emergency.
Worst case you bring him home in that scenario
Life isn't about checking the boxes. Nobody cares.

-1 plans usually don't cover long term travel

plans can cover upto 364 days away from home
Some indeed cover longer trips BUT they are usually SINGLE TRIP which means coverage legally ends once you are back home.

I go to insuremytrip.com and enter parameters of travel to find what's available. I don't usually buy from them but rather from a local Jewish guy after I've done my own research.
I've been waiting over 5 years with bated breath for someone to say that!

Of course. Most standard is Meuchedet. Basic costs about $1 a day.

meuhedet is 105.5 shek a month you should sign up right when you come. they have hundreds of doctors and locations in jerusalem and you are covered for many things plus there are 3 levels 1)reg. 2)adif 3)C for more info go here http://lang.meuhedet.co.il/
PS if this child has not yet done the dor yesharim test you can get adif for 1 month to do the test bec with adif it costs under 200 shek then cancel your adif

Probably the same reason government officials sometimes award contracts to more expensive vendors when there are cheaper options available.

The Foreign Members Plan seems to be 422 shekels/month

Target audience
Anyone residing in Israel who is not insured as defined in the National Health Insurance Law, provided that such a person is under the age of 65. This includes: returning residents, Yeshiva students, students coming to study in Israel, the children of Israelis who have returned from abroad and who have not yet received identity numbers, and children who are adopted or require a waiting period under Article 58 of the Law.
Foreign workers as defined in the Workers Law 5751-1991, tourists, diplomats, foreign citizens, and those who do not wish to be assigned “Israeli resident” status at the National insurance Institute.
Citizens who have lost “Israeli resident” status (because of their residence abroad).
