I don't mind Citi, so long as it's a low fixed price ($5 or less each month) and I don't need to cancel and renew it each month.
Isn't Citi $12.95 a month after the 1st tho?

They have all kinds of promotions. I remember hearing from someone she has credit monitoring at around that price, and I'm pretty sure it's through Citi.

Good luck! It takes some time, but once you get used to it, it's amazing. I type faster with "Swype" than I used to on my BB.

I'm 100% sure. I don't believe the "bank and state" rule anyway (or at least it has lots of exceptions).

BB&T is still doing double hard pulls, let me guess, within days of each other right? I had to get corporate involved in this to get one of mine deleted because they denied what I kept telling them until I threw it in their face. Nearly 2 years later they still haven't fixed that huh?

Try freezing Experian and see what happens.
