If you'll spend enough, it'll be worth getting Executive Membership.

There are never deals on Costco memberships. But there is one loophole. If you know someone with an existing membership and you want to pre-pay for your purchases in advance, you can have them buy you a Costco Gift Card.

You don't need a membership to use the card, but you can only spend up to the amount on the card.

(Ignore any older articles on websites that say differently. Once upon a time, if you started with a $5 gift card balance, you could do a hundred dollar shopping order and add the remaining balance in cash. This allowed you to avoid ever needing a membership. But this has changed. They will ask you right at the start how much the balance on the card is, and limit your purchase to that amount.)

You don't. You make sure at any time to have more than you need available, and the balance will go towards the next order.

you can always buy a membership at checkout & cancel it at the customer service desk as you walk out,

not practical but doable

Last week my Costco, for the first time asked me if I have enough on the card to cover my order, because I won't be able to buy more than the card has.
First time. I've been using cash cards bough on other people's accounts for years.
They said that people were taking advantage and not buying a membership. Can you imagine!?

Maybe it depends on the store - you didn't mention how long ago this was (though they haven't been accepting Credit Cards that long.) My personal experience as I described, was in the Staten Island Costco.

I had an incident where the cashier and store manager told me that I can't use GC w/o membership. Contacted corporate they spoke to the store manager.

Google Express shoppers in some areas can now order Costco items without a Costco membership. For nonmembers, a Costco access fee is applied to each item. The fee is 10% of the price of each item, and paid to Google Express.

At checkout you’ll see the total sum of the Costco access fees applied to your order. You can find this under “shipping and service fees” in your order summary. Note that if a higher-priced substitute is selected, the 10% access fee will also be higher.
