LTE Smartwatches

I don't have a smartphone but would like to get a smartwatch. If I link an LTE smartwatch to my Android tablet and my tablet is always connected to WiFi (not LTE) will I receive notifications on the watch?

What does that mean. Does the watch have its own independent service provider?
