or did bituach leumi sent you a notice, they got very strict lately(if you receive kitzvat yiladim then they just take it from there)

I got a text from bituach leumi. But I can only pay cash and I have to take cash from the bank which is blocked.
Arnona never sent anything. Legal apartment.

Do you live in a neighborhood with complicated addresses? I have a friend in such a place who kept running into trouble with (I think) Electric Company because the bills wouldn't reach him.

Just went through this whole thread… never needed an Israeli bank acct, but now with kollel check & bituach leumi… seems like I'll have to take the plunge anybody have any updated info or what I've read here is pretty much what's going on now? I live right near paran so that'll obviously be the easiest for me. I pay my Baal Dirah by depositing money into his hapoalim acct so it'd prob be most convenient to use them any reason I shouldn't? Where do I have to go to open the acct? Can I avoid signing a w-9 in any bank? Is there any reason I should care to sign one? Will it affect things which I have only because I reside in the states such as Medicaid? Any & all info would be greatly appreciated thx in advance

If they suspect you're American there's no reason they shouldn't require a W-9. Since it doesn't sound like you're handling any major money there it shouldn't be of any concern to you. You should check whether you'll be required to file an FBAR each year. https://www.fincen.gov/report-foreign-bank-and-financial-accounts
I don't know anything about Medicaid implications. Find someone who knows that field well.

I wouldn't worry about signing a W-9.  You don't have to file an FBAR as long as the balance stays below $10k.  I can't imagine it affecting Medicaid.  Reports are that you'll have to open your account at the kikar tzion branch for hapoalim, and king george for leumi.

I edited Baruch to clarify for you

1) I wouldn't worry about signing a W-9.  2) You don't have to file an FBAR as long as the balance stays below $10k.

1) and 2)  is correct . Keep a balance under $10k and don't worry. (I'd personally keep as little as possible).
3) -1 . It technically would but if you can prove that you are currently in israel for school you'll be fine .
