very true . I used to know the Israeli banks much better but I hardly use it now. Mostly use my American accounts. I'll speak to a friend who's still a Bucky and report back of the best options that I know of. I just need a little bit a chazara since the new gezeiros of foreign student accounts.

Leumi is not taking any new foreign student accounts and when there isn't enough money in current foreign student accounts they are looking to get rid of them. (Multiple reports I was given about the same letter being received)
Poalim is an option for foreign students. with the new gezeiros though not everything is free anymore. The monthly service fee for the account is waived, however a foreign  student's accounts has a main branch which are s in town, so anything above transfers, hora'at keva, deposits and withdrawls are Don in town. There are fees for foreigners in terms of withdrawls, debit card monthly fees, sometimes swipes, transfers  and check books. When an account has alot of activity with alot of money they do get suspicious. Additionally they do make you give SSN and must sign a w9 with them to open. In terms of convenience it's pretty good beside for the hours (like every other bank basically). They do have a a pretty good online and app banking. I personally stay with them for the convenience as of now.
Discount and pagi : (whoever heard if them besides for the kollel check? Lol) seriously though, discount I don't know of anything better that poalim . Poalim if anything over other banks like discount, pagi and Mizrahi is batter IMO just because of there being more branches.
Doar bank account : the cheapest out of everybody. In terms of paying the various like we foreign students do from other banks. Doar has the least. If it is that a person is sent need much convenience from a bank for depositing, withdrawls , transferring and online banking which doesn't have mobile deposit then the best option in terms of cheapest is doar.

(the one idea I haven't looked into yet, however pretty curious about is if  having an Israeli paypal account will serve as an Israeli checking account for all necessary needs like bituach Leumi, kitzvat Yiladim,  hora'at keva to schools etc . )

Do the regulations about foreign students opening Bank accounts apply to all passport holders or only Americans

Know adays it is kind of hard to open an account but I was able open a an account in Mizrachi Tifachot in Kikar Tzion ( I think its this one : https://www.google.co.il/maps/place/Mizrahi+Bank/@31.7815092,35.2153722,17z/data=!3m1!4b1!4m5!3m4!1s0x150329d6562d2ed3:0x2e778ea86abe4433!8m2!3d31.7815047!4d35.2175609?hl=en). I went to "Ohad" the Foreign Account Manger. He had me fill a out a W-9 and took a copy of my US License and Passport and then brought to the regular account mangers to open an account.

Its possible there is, but when I went to open an account about a month ago they all told me to go to the Ben Yehuda/ Kikar  Tzion Branch.
Since the US cracked down on there tax laws it is making it very hard for Americans to get Bank Accounts. The banks are just not interested in dealing with Americans who come and go.

A letter from yeshiva can never hurt. In my case it took some pushing until they wanted to honor it. I am still not a 100% sure if gave me a free a student account or not since a month has not passed since I opened the account.

Cannot open on paran anymore for le'umi and poalim . Your other options are discount , Mizrahi and doar . Leumi isn't am option anymore entirely . Poalim will allow you to open an account in Kikar tzion branch as is with all foreigners now . You can deposit, transfer and withdraw at paran but anything above that will require you to go to the kikar tzion branch .

Bank Leumi just sent me a letter saying they are closing are accounts of foreigners with less then $50k. What other bank should i go with?
Update: I went into Poalim to open an account and they told me to fill out a form and if corporate approves me ill get a call to come back and open an account. They said out of the over 200 applications they received that month they approved less than 10. Obviously that call never came.
So i went back to Leumi to figure out what to do an asked if theres any way to leave the account open. She said sure, ill just change it over to an Israeli account with your visa. And thats what happened. Im still with Leumi.
