Two solid options (both reliable and have been around for a long time):

1) https://www.covercy.com 39 shekel flat fee per transfer, and they take 0.8%-1% on the spread.

2) http://www.clearshiftinc.com/he/default.aspx Flat 0.5% (incl. VAT) fee per transfer, with 100 shekel minimum fee.  They do not profit off spread and simply use the official published Bank of Israel daily rate ("sha'ar yatzig")

Basically, if you're transferring 10K ILS+, go with ClearShift.  ClearShift transfers also get deposited as a domestic U.S. wire.  Covercy is usually fast, but does suffer from "Israeli" "customer service" at times.

I heard bank leumi allows for it. There aren't many discounts at all. Maybe you can get them to lower or get rid of certain fees.

Bank Yerushalayim I think has a branch in Yerushalayim which is geared specifically towards foreigners. That bank is also known to be great on fees.
