Exchange Gift Cards for Target Cards Via Target?

Target is now offering In-Store Kiosks to trade your gift card for a Target gift card. It doesn't say if they will match dollar for dollar or how much percent they charging (someone got go to the store) but this can be great for purchasing cheap gift cards to exchange....

That's intriguing depending on the exchange rate.
