IINM if you go to any of the major tire places, they will tell you that they won't repair a tire that was punctured on the sidewall (might be illegal).
I've been waiting over 5 years with bated breath for someone to say that!

Sidewall damage impacts stability of the whole tire. That should not be fixed. Tire should be replaced.

Is it definitely side wall? Or border?

I don't think that's safe. Replace that tire ASAP.

As a veteran Chaveirim member, I can tell you that we're taught not to plug tires with a hole in the side wall, since it can break very easily. If you hit a pothole or drive too fast your risk of blowout go up exponentially!

Do you know what caused it?  Was there a puncture or is the tread separating?

If the tread is separating,
...Replace that tire ASAP.
If they pulled out a sharp object and there is only a hole

I don't know what caused it, it looked like a cut (like someone sliced it) where the plug was placed. But not sure how it happened..

Any recommendations where to go to get a new one?

Even on border is shaky business. This is really unsafe as the plug is from the outside.

Go ask a tire place if a patch is better

Several mechanics have told me that there's no safe way to repair a tear or hole in the side wall.

A reputable tire place wouldn't even attempt to place a patch on a puncture in the wall. It's only those who are there for the buck more than for the customer.

Was the tire driven at all when it was flat?  The metal rim of the wheel rim can give the appearance of a sliced cut on the sidewall.
