WhatsApp is stopping support for all Symbian, Nokia S40, BlackBerry phones. Phones running older versions of Windows, Android and iOS operating systems will also not be supported.

Android versions 2.3.7 and older after February 1, 2020

The problem is  that it doesn't have  Verizon. There are areas ( especially upstate NY) that Verizon is the only one with 4G
You could just use it for when you're out of the country.

Correct. But then you will need to fork the min $250 for the Nexus 5x and not have any of your info with you.

You can use it in any phone once it's activated in one of the Google phones. There are some limitations and the app is only available for Android but it's definitely doable, especially if you have a newer android that can run 700 MHz networks.

Haven't really done much research on it, as soon as I saw the service in areas that can affect me.

What's the best way to get whatsapp for a business line?

Unfortunately, cannot work as a standalone app on a PC. Using earlier versions of iOs there might have been a way to get it activated on an iPad, but it seems like that is no longer available (can't use iFunbox to copy the library from an activated whatsapp on a phone).

Seems like I will have to just get a phone to sit around in the office, just so I can keep a "business WhatsApp" line open. Amazon Prime now offers a BLU phone for $49.99. Is that my best option? Any other suggestions to allow me to have whatapp active on a separate (business/GV) number?

Do you have a PBX/VOIP system? I've seen recently a VOIP phone with WhattsApp on it.

I would appreciate that, as I have been contemplating switching to VOIP phones. Though I'm not sure that will help me with my main concern, which is being able to communicate with clients via whatsapp text messages and being able to send and receive documents. That phone might only allow whatsapp audio calls (which is a good thing too).

No. That was actually my initial intent, and I was inquiring whether there was a better option than the BLU offered by Amazon Prime for $49.99. From there we branched off into alternatives. All I want to do is be able to communicate via whatsapp text messages on my office computers, not using my personal number, but rather my business number (which is currently GV).

This VOIP phone sounds interesting, and if it allows whatsapp calls I might put one in my house.

I don't know how to (or if you can) do it in iOS. In Android, there's an option to create multiple users with access to different apps.

I just tried it; you can make a second WhatsApp count on a second user profile. I don't know if you can access it from WhatsApp web when not logged in to that account.

If all you a need a phone for is a WhatsApp account:

If you don't need to be logged in on a phone to use WhatsApp web, just use someone's Android to set up the account. You would need to have your GV texts temporarily forwarded to his #.

If you do need to be logged in, I would think you can buy some used Android phone which supports WhatsApp for less than $50 e.g. on eBay.

That was my initial inquiry. Am I better off getting the BLU from Amazon for $49.99 or is there a better option (once I already have a phone for WhatsApp purposes, I would probably also use it for mobile deposit for various bank accounts).

They do, at least if forwarded to a regular #.

So he might need a temporary activation of a non virtual # on the phone.

How about something like this:

I would think that you can temporarily use an active GSM SIM card and set it up so that the WhatsApp verification text will go to the native texting app (forwarded from GV#). Then, even after removing the SIM card, it should work while on wifi.
