If I buy a ticket through amex travel by using points for a trip on united and spend the equivalent of 4,000 in points, does that count towards elite status spend?   Thanks

Of course.
By airlines. Not the same by hotels unfortunately.

B6 also only awards half the redeemable points, basically.

I earned status on DL a few years back doing just this. It's often a better point value than the crappy award prices these days too.

Yup. Do any of the US airlines still have an award chart?

I've noticed United saver award (economy) space become very scarce recently, even on empty flight and unpopular routes.

AA as well. No saver awards.
Whoever bought with simply miles promo I hope it was worth it

Yup, they got bailed out, begged all of us to use them, and now that travel is opening up, they're giving us the middle finger.
