I was under the impression that you can't do that on Yom Tov, CMIIW
you cant just randomely lower it, but i believe you can do that if the pan with food is still on.  Also - chabad might not lower at all.

If you want to put a pot with raw food on the flame and the flame is too high and will burn the food lowering the flame might be considered אוכל נפש, AYLOR
But after cooking/searing why would you be allowed to just lower the flame?

Only issue I see with that is causing the numbers to change. You're allowed to add water to a Shabbos kettle on Chag (thereby changing the temp, and causing the heating element to kick in), as long as it's the type that won't cause an extra light to go on.

Yom tov does not help for the numbers changing. Again, this that it makes the electric heating element go on depends on who you ask. I fully understand that many are matir.

I was thinking to put it on a 7 day timer... Then I can add water when it's off. But the sous vide wont turn back on when the timer goes on

Wouldn't adding anything to the SV on yuntif cause the numbers the change? If probably would not be allowed to put a piece of meat into the SV on Friday morning to eat on Friday night, right?
