Hi
If a flight coming in to Rome at 7 am , do you think its feasible to make an Altilia 8:15 am flight from Rome to Venice.
The tickets are not on the same itinerary.
If I book them separately, do you think I can ask them to put it on the same itinerary transfer luggage?

If they are both on the same Airline you should be fine. If theyre not, you won't be able to guarantee that they will check the bags through until you actually checkin.  If they dont, it will be too tight to collect the bags and recheck them.

Same airline but different itinerary. Can I combine them?

Should not be a problem if you can show them that you're booked on the connection when you check in; they will be able to see it in the system if you have the reference details. But you also need to double check with that Airline to ensure that you're within its minimum connection time for FCO for your particular connection .  AZ is 45 minutes generally.

Second Q: When I looked to book the Rome ( FCO) to Venice (VCE), I realized that they don't allow luggage on the cheapest fare, any ideas on how to be able to bring luggage with out paying?
