I was involved in a similar situation with Singapore Airlines when trying to confirm a waitlisted flight. They (scam cs reached via googled phone #) claimed that the wailist had cleared and the reason why it wasn't ticketed is because taxes and fees hadn't been paid yet. Thankfully they emailed for confirmation which is what tipped us off since it didn't come from Singapore Air.
