I had the same,  the day I activated my card the available credit was zero.

And you tried to use it and it was declined? That's a first, ime never had a problem to use right after activation

i tried a few times and got denied . saw if showed $0 available so activated it but nothing changed. tried to check spending ability for $1 but gave an error to try again later. didnt want to call cuz always scared of the  f/r department but if no choice guess i will have to call

If it's an FR, ignoring it won't make it go away. (And it would say charging suspended, but that's a side point.)

i know its not an f/r yet just when you call sometimes they start asking you a lot of questions which can be the start of the f/r process . was wondering if anyone had this issue or maybe for some reason this card needed activation and it will get a credit line soon

We are not amex reps,  no one here can help you,  you gotta call! If you can't see yourself calling then this is not made for you.

Ive had that before, sometimes if its some version of mini fr/identity alert you will spend a nice amount of time on the phone getting bounced around between departments, BTDT.

So after passing a FR in October with my husband having a mini FR at the same time, my husband is now flagged for a full FR. Not so surprising, probably caused by very heavy black Friday spending. Is it safe to assume that sending in the same tax return will result in the same outcome - pass with decreased credit lines?

With heavy black Friday spending they can say you are spending more then you are earning.....
