Couldn't find English version of the article, the bottom line is that taxis picking up rides on level G (ground) will charge the standard fare, but if you go one level up you can get a taxi fare for 12% less.

This is unfortunate. Until now they weren't allowed to pick up passengers upstairs at all so you were able to negotiate over 50% off at times. Now that's it's allowed.......
Edit: are all taxis to allowed to pick up upstairs? Or still only authorized ones?

It seem like anyone. Taxis to the airport are charging more because they need to leave empty. It seems like an initiative to bring the price down
