Yes, you can do daily as "Every day at", or just pick specific days as "Every day of the week at" (if you don't want it to run on weekends).

Time can be selected in 15 minute buckets (so :00, :15 etc.).

There's also a app from Google "Allo" you have to create the group within the app. Works like groupme

Right, it's probably the next best option after GroupMe.

There is a one downside tough, that you can only see the phone number of the person who replied on the message, but you can't save his name.
