Is there any way to create a group to send non-multi-media texts in a way that no one can respond and that they can only follow? Also that I can add them and they don't have to themselves sign up to follow?

Look into Remind. It was built for schools, but it might work for what you have in mind.

Would the people receiving the text messages be able to respond back? I don't want that..

This is like a text which is going to be sent whether you like it or not!
 And no way to exit? Or is there a way to disable the notifications and leave this group text?

They're having technical issues recently, supposedly they are working on fixing it.

What I like about it is that there are options to have only the creator ('teacher' in their language) to send, but then there are ways to keep conversations going two ways between creator/teacher and individuals, and entire group to each other. The latter has to actually be enabled and set up by the creator/teacher, so if you don't want it, just don't set it up. I didn't.

Not sure what you mean by '9', but yes. The way it works is that say you're the 'teacher'. When you send out a message to everyone (called an announcement) everyone gets it. If someone replies, you receive that reply from a different phone number that turns into a distinct phone number for conversations between you and that individual. No one else can see it. If you want to have all in a conversation a distinct number is created for full-group conversation. So basically, if you are a teacher with, say, 13 'students' there can be 15 phone number associated with this account. 1 one-way number, from you to the group (only). 13 two-way numbers, between you and each individual separately. 1 two-way number for entire group conversations.
