Best way to book a Lufthansa First or Business Ticket?

What is the best miles to use for business or first for lufthansa?

NYC-FRA one way ( United has for 70K in business, yet it x seem to allow you to book first.)

1) Which miles allow you to book first?
2) If I book business which miles is best to use?

First class tickets only open up to partners within two weeks so you'd have to keep checking, otherwise you can use LH if you want to book farther out.

Seems like LH isn't selling F on some flights, though you can pay to upgrade to the F cabin. I'm assuming they won't have F service on the flight, but you'll get the seat at least.
