If you have a second card open then combine the credit from those two cards (w/o closing, then they don't usually care about leaving less than the minimum) then transfer from there to the new one.
They transfer less then the minimum to open as well

From 2 Reps I got that "the option to transfer credit is not available to you", "its not for your profile" and they couldn't explain. Is this like a targeted type of thing?

Just like they decide "we are not willing to extend credit to you at this time" they decide as they please, and it comes as the banks decision, you can still HUCA

There are 2 positions in that department. You need to ask for a senior rep. Most reps that answer calls are just front liners.

Right when they pickup I should ask for a senior rep or after they deny?

Yes, right away when they pickup. If they insisit, then talk to them and ask for a senior rep. or supervisor when they decline you.

i had closed a high CL business card a month b4 applying for 2 business cards, thinking that i'd get auto approval
i didnt
is it smart to try reopening the card and then asking em to move credit? does reopening require hard inquiry?

For starters you can try to get an approval despite the AU.
and I wonder if you can somehow convince them that the AU does exist, doubtful.

You always want a senior rep, and your goal is to show that you have been responsible for payments for the last 6 months, how to do that in this situation is where it gets tricky

Chase won't give a card to someone who has never been a primary holder. Amex and Barclays will. Get one of those first, then try Chase in 3-6 months.

+1 I've helped people get approved for chase cards without any cards of their own.
