Chase Slate Balance Transfer

Hi All,
Im sorry if this was asked already. Is there a way to get balance transfer checks or a way around transferring from chase to chase account with a different spouses name on each card? TIA

If I had the slate a while ago and closed the account more than a year ago, am I able to reapply and get a no fee balance transfer?
