Um yes actually.. for a while when I was heavily involved in audit, I found myself mentally underlining errors and discrepancies all over the place...

If you were a builder wouldnt you check other builders work ?
I was once in a car with a very successful business owner & driving down 13th ave. hed slow down as wed pass his competition to see what they had on display. Its just nature

I would get very depressed doing that and seeing the lack of understanding others have of energy markets.

To put things in perspective, imagine you are a diamond cutter for eg, I'm sure you would always be checking out diamond cuts... To compare etc. Same in any vocation.
I wouldn't say that it is to compare. I would say that he is knowledgeable in the way a bris milah should be done, and he wants to ensure it is done right.  While I agree that it does sound creepy, and may be creepy in reality as well, it all depends on the intention behind it, and how pure that person is to think of it in that way, and that way only.  He would have to be on the level of Dovid HaMelech, when he was in the Beis HaMerchatz and was sad when he was forlorn of Mitzvos until he realized he had the Bris Milah.

I know someone who had it done again as a teenager.   
(After he'd been at a mikva, he  was told by a mohel  to check his bris. )

Judging from the symbol beneath your avatar you may not realize this so I will just let you know... that is so far from normal conduct that it sounds like some silly joke that teenagers tell about "a guy once went to the mikveh...." If it is true, then it is seriously it's disturbing. There'd have to be a whole lot more explanation to this.

If that were true, then getting checked later in life would be a necessity. And we could set up a normal process for getting checked rather than leaving it up to the chance that you go to the mikva (which not everyone does) AND get leered at by some creepy guy when you are exposed.
I'm an optimist; but only because life isn't going to give me any other good choices.
