5% categories for fourth quarter of 2017:
Dept. stores and Walmart

There are three possibilities for how many points are earned. In the following examples, the effective rates are assuming you cash out the points for 1 cent each, but if you can transfer them to Sapphire Preferred or Ink, the effective rate could be much higher.
  • Cardholders without a Chase checking account
1 base point per dollar for all spending. Additional 4 bonus points per dollar for spending up to $1500 in quarterly categories.
Example 1: Spend $1 on a parking meter. Earn 1 point, an effective rate of 1%.
Example 2: Spend $10 to refill a Metrocard in 2016 Q1. Earn 50 points, an effective rate of 5%.
Example 3: Spend $100 to buy a Long Island Rail Road Peak Ten-Trip ticket between zones 1 and 3 in 2016 Q1. Earn 500 points, an effective rate of 5%.
    Example 4: Spend $1500 at 7-Eleven in 2016 Q1. Earn 7500 points, an effective rate of 5%.
  • Cardholders with a Chase checking account in older program
1 base point per dollar plus 10% of the base points plus 10 points per transaction for all spending. Additional 4 bonus points per dollar for spending up to $1500 in quarterly categories.
Example 1: Spend $1 on a parking meter. Earn 11.1 points, an effective rate of 11.1%.
Example 2: Spend $10 to refill a Metrocard in 2016 Q1. Earn 61 points, an effective rate of 6.1%.
Example 3: Spend $100 to buy a Long Island Rail Road Peak Ten-Trip ticket between zones 1 and 3 in 2016 Q1. Earn 520 points, an effective rate of 5.2%.
    Example 4: Spend $1500 at 7-Eleven in 2016 Q1. Earn 7660 points, an effective rate of 5.11%.
  • Cardholders with a Chase checking account in newer program
1 base point per dollar for all spending. Additional 4 bonus points per dollar for spending up to $1500 in quarterly categories. Annual bonus of 10% of the total of base and bonus points (until February 2016).
Example 1: Spend $1 on a parking meter. Earn 1 point on the next statement and .1 points at year's end, an effective rate of 1.1%.
Example 2: Spend $10 to refill a Metrocard in 2016 Q1. Earn 50 points on the next statement and 5 points at year's end, an effective rate of 5.5%.
Example 3: Spend $100 to buy a Long Island Rail Road Peak Ten-Trip ticket between zones 1 and 3 in 2016 Q1. Earn 500 points on the next statement and 50 points at year's end, an effective rate of 5.5%.
Example 4: Spend $1500 at 7-Eleven in 2016 Q1. Earn 7500 points on the next statement and 750 points at year's end, an effective rate of 5.5%.

If you have a Chase Sapphire Preferred card you can, 1:1 ratio, no transfer fees.

I didn't realize UR are transferable to someone else's account, can this be done online? (I've seen the option to transfer between my accounts online, but not someone else's)

Do you gain anything from this, e.g. 7% annual dividends? (or is that just for spending on the Sapphire Preferred?)

From the UR T&Cs:

Quote from: Chase Ultimate Rewards - Terms & Conditions[b
]Earning Restrictions: [/b]

Points earned are not the property of the Cardholder and are not
transferable, have no cash value, and cannot be used as payment of any obligation to us
or our affiliates, except to the extent specifically enumerated in the Redemption Rules.
Any points accrued shall be permanently forfeited if your Account has been closed, or
upon the Cardholder’s death.  If there is any abuse of the Program, failure to follow
Program terms, or any misrepresentation by you, all unredeemed points shall be forfeited
and no additional points shall accumulate.  There is no maximum number of points that
you can accumulate in the Program.

And:

Quote from: Chase Ultimate Rewards - Terms & Conditions
Account-to-Account Points Transfers:

Points transfers are not currently available. We
will notify you when you may transfer points to other Ultimate Rewards accounts. At
that time, you may transfer points to any other eligible credit card or debit card with
Ultimate Rewards. Transfers may only be used to combine points belonging to the same
individual or business in the Program; or for the purpose of enabling spouses or domestic
partners to combine points earned in their respective names. If the transferee’s or your
credit card account(s) or checking account(s), as applicable, are in default at the time of
the transfer, Chase will not make the transfer. Once points are transferred, they cannot be
credited back.

Seems a T&C refresh is overdue...

If you transfer from Freedom to Preferred and then use Preferred for an airline ticket does it get transferred for the airline ticket at 1:1 or 1:1.25?
