In response to a question whether it is Chabad custom not to recite tachnun on various special days on the Chabad calendar, the Rebbe wrote: “בענינים התלויים ברגש — אין לשאול כיון שזוהי הוכחה שאין רגש”—“In areas that are dependent upon feeling, one does not ask, because asking demonstrates that one does not have the feeling.”

Anyone who has to ask is clearly still a noob.

I have heard in the name of the בית ישראל that שנה ראשונה is תקופה some do it in 3 months and some it takes a few years.
