Not sure where to post this... Scam Question

Someone I know (not me, I promise) fell prey to one of the "Give us all your info and we'll sign you up for cards and pay you" scams. They asked me to help them try to figure out what to do. Basically the guy opened the AMEX cards and spent on them but didn't pay the balances. This has been dragging on for months but due to illness and hospitalization (and probably embarrassment?), they waited to take care of it. Any advice or ideas are more than welcome.

Make payments, or their credit will be shot.
Take them to din Torah? Contact the crook's Rabbi/community head to try to put pressure on him? Work out a payment plan - but how will it be enforced?Expose which farm/broker.
