Check out Fiverr, they have some skilled Microsoft Access developers which can make you a custom database for very cheap (but not cross platform). I would stick to American sellers only though.

I used a programmer in the Phillipines I think, for $300 got exactly custom made what I needed

It's a YMMV, you could get really good work offshore but sometimes the language barrier or lack of proper grammar in communications can be downright frustrating.

The primary issue has been that the platform is not really made for their industry but rather was customized from doing something else to do what they needed it to do. It shows.
Its a CRM that is supposed to be customizable for all industries... I had an experience where we way overpaid a Dev to customize it for us, and it never really worked. But I'm pretty sure it was the developers incompetence, not sales force... That was just the feel we got. It seems extremely flexible.

I'm sure it is flexible and it does work the issue is the way it is bogging people down with useless steps that are important for some industries but not theirs. Something made for the industry would be much more intuitive.
