How bad is it to have one month that did not have a balance paid in full?

Depends if you're applying for credit that month or not

Why, please explain.

Try reading the FCRA. Section 609 starts on page 42.

Section (609) of the Fair Credit Reporting Act is a Consumers Disclosure section which is to provide for the protection of consumers against false and erroneous reporting. This section of the FCRA places the burden upon the Credit Bureaus and the Creditor to prove an account is yours. To positively prove an account is yours, the creditor must provide the Credit Bureau a copy of the original creditor’s documentation (whatever you filled out and signed upon opening the account with the reporting creditor).

Lets say you lend Joe $100 & he signs a contract attesting to such. A month later, you go to Joe to ask for the $100 back. He tells you "I don't have to pay you if you can't prove that I borrowed money from you." So you show him the letter that he signed and he pays you. But what if you don't have that letter because your dog ate it? It's a legitimate debt, but you can't legally  force him to pay.

to the best of my knowledge, there inst any dogs barking around the cloud storage at those big banks / companies, to eat the contracts..
banks "will" have the contracts. or else they will be out of business..

Poor example when you are talking about financial institution unless you're talking about Junk Debt Buyers which usually have no documentation to go along with their debts...hence the term Junk Debt Buyers.
