How else would they get in there in case you DID forget your password? Or when you do check out?
1. 000000 just shouldn't work!  If any random person gets into your room (on shabbos for example, vd"l) then they can get into your safe with ease.  What exactly is the point?
2. I would hope that regular housekeepers wouldn't know the code and a manager would have to open the safe, but perhaps that is too much to ask for?

that's the default code they come with and could always be changed just like the simlex(i think that's the name)five numbers in a row comes with 2&4 together then3

there should be a harder default code that only the manager knows not just 0000 that any idiot can guess

when a hotel safe once malfunctioned, the manager came down with a key and a card to swipe in order to get it open

I don't believe 000000 is the code for all safes. IIRC I even tried it once and it didn't work. Possible the safe company lets the hotel pick the default code, which in this case would make the manager the idiot.
And then you have the safes like moish's that need more advanced methods

most do have a master password, which I'm sure once open you remove the battery for a fez seconds, and you get back to 000000

I thought that the hotel can only do a force unlock with a physical master key.

But yes, if hotel staff/managament can open it, how safe is it.

Had a safe malfunction and some tech came up and connected a cable to then used some kind of master key to open

Chances are that in most hotels, the housekeepers are the one that reset the password after each guest leaves, since it would be very costly to have a manager go into each room to reset the password. I think that the housekeepers will be a lot more nervous about stealing something when its in a safe, so ill definitely continue keeping my valuables in a safe

Safes are generally left open by guests vacating a room, so housekeeping doesn't need to open them. If, by chance, someone does leave it locked, that's where the manager etc. would come in...

I understand, i'm referring to the fact that if the housekeeper has the default code, they can open it at any time, hence while you have valuables locked away
