IME, once you get the formula set up on Excel, it's super simple.
It's especially great as you can modify it to your exact needs.

Windows has a built in stopwatch in the Clock app, but I assume you want a drop more features than that.

TBH "feature rich" doesn't always mean it's not also simple for simple use cases.

Check out https://clockify.me/ which I think is pretty simple and good for your use case.
